Camps face a variety of risks, from severe weather and wildfires to medical emergencies and power failures. A clear, practiced emergency plan does more than just protect property—it saves lives. Preparedness isn’t just a checklist; it’s a culture. Through robust planning, training, and strong relationships, we turn risk into resilience and keep Scouts safe.

Safe Practices:

• Have one, unified plan. Include guidance for evacuation, shelter in place, and lockdown procedures, with annexes for specific emergencies (e.g., fire, flood, lost Scout, active shooter).

• Establish an incident command structure. Designate clear leadership roles and responsibilities.

• Use effective communication. Use plain language in all communications. Establish a PACE plan consisting of primary, alternate, contingency, and emergency methods of communication. Confirm who is responsible for notifying parents, the Scouting America national office, the local council, and media.

• Conduct sufficient training and exercises. Refer to sections SQ-402, FA-703, and AO-805 of the National Camp Accreditation National Camp Standards book. Refresh your training processes annually. Involve local responders.

• Maintain resource readiness. Regularly check go-kits, first-aid supplies, radios, backup power, water, and food.

• Build relationships. Establish relationships with local fire, EMS, police, hospitals, and emergency management before an incident occurs.

The Bob Justice Eagle Scholarship honors the legacy of Bob Justice, a longtime Scouting leader and former Palmetto Council Scout Executive who dedicated nearly 85 years to Scouting. Each year, two scholarships, both $500 are awarded to Palmetto Council Eagle Scouts to help support their pursuit of higher education.

The Norm Schaefer Eagle Scout Service Project of the Year Scholarship honors the legacy of Norman F. Schaefer and his more than 72 years of dedication to Scouting. This $1,000 scholarship recognizes the outstanding Eagle Scout Service Project of the year. The recipient becomes Palmetto Council’s nominee for the Glenn A. and Melinda W. Adams National Eagle Scout Service Project of the Year Award, providing an opportunity to compete for additional regional and national scholarships.

The Ethan Rubenzer Spirit of the Eagle Scholarship honors Ethan Rubenzer, a beloved Scout whose life and love of Scouting continue to inspire others. Each year, one Eagle Scout who embodies the qualities of an Eagle and goes above and beyond is selected through a nomination from a fellow Scout, Scouter, or community member. The $500 scholarship may be used toward any type of higher education beyond high school.

All orders must be placed by Monday at 12 PM, for delivery the following week. If you are unable to pick up your order that week, we will contact you to arrange a different time or you can choose to have the Scout Shop ship your order to you, and it will arrive within 2-3 days. Our Daniel Morgan District units may also order online using the same link or email and you will be notified by one of our staff members when your order is ready for pickup at the Palmetto Scout Shop.
